No. 32

The Honourable

The Colonial Secretary.

sir,

Audit Department,

Hongkong, 16th August, 1916.

With reference to the letter you handed to me this morning, and which on opening I found to be an unsigned letter from the Auditor, I have the honour to inform you for the information of His Excellency the Governor, that I regret I am unable to follow the wishes of the Auditor in his state- ment which is attached for my guidance. As the Auditor has been granted leave on duty and of absence for a period of, I under- stand, thirteen months from the Colony, I could not undertake to carry out his instructions over such a period.

2:*

I would point out that I have acted for the Auditor on four other occasions without it having been necessary for him to direct me in my duties, if, however after nearly thirteen years service at audit work it is necessary for the Auditor to guide me in my duties, I feel that in the existing oircumstances my services can be better utilised elsewhere, and would beg that His Excellency the Governor would in view of the fact that he made me return to the Colony on a case of urgency, thereby causing me great expenditure, which I can ill afford, provide me with a passage to Europe at an early date.

When in London I made my views perfectly plain to the Colonial Office, and it was only under great pressure I

returned to the Colony.

3.

A.

After having served with Mr. Phelips since

September, 1910, I can greatly appreciate his remarks in para. 4 of his letter No. 32., a copy of which, I understand has been

forwarded to you.

I have, etc.,

(SD.) T. Dallin,

1st Asst: Auditor.
